Getting your IPv4 range and announcing your ASN over FTTH
To stop depending on your carrier, you need your own IP addresses, your own network number (ASN), and then a carrier that lets you announce them. Over FTTH it is possible, but not everywhere.

An ASN is obtained from the RIPE NCC, the European registry. IPv4 is exhausted: you go through a waiting list or the transfer market. With your own addresses and ASN, you exist on the internet independently of the carrier.
LIR sponsorship #
Many SMBs are not LIRs (RIPE members). A LIR member then has to sponsor your resources to register them at the RIPE, for an annual fee. This is the normal route to an ASN and an independent range without becoming a LIR yourself.
Announcing over FTTH #
Not every FTTH offer allows BGP announcement of your prefixes. You need a professional offer that opens a BGP session. Otherwise you stay on the carrier's addresses, which are not portable: switching carriers would force a full renumbering.
Why do it #
Three benefits: portability (change carrier without renumbering), multi-homing (several carriers for resilience), and control of your IP reputation, valuable for email.
