France's SecNumCloud qualification, from the ANSSI, targets sensitive data: it requires a high security baseline and immunity from extraterritorial laws. It is today the strong benchmark in France for talking about sovereignty without marketing.

The exact location, down to the country. The law governing the provider, ideally French or European. Qualifications matched to how sensitive your data is. And a comparable price: sovereignty carries a premium, to be measured against the risk it covers.

The public sector, healthcare (health-data hosting), operators of vital importance, and any company whose data must not leave the European legal framework.

Not for sensitive data. Location matters, but the law the provider answers to weighs just as much: an actor subject to the CLOUD Act can be compelled to hand over data despite a French location.
